Sign locally and hash the signature into an API credential. There is no key-creation transaction or website checkout.
Keep the signature and key secret. Top-ups preserve the same key. Rotate it by using a higher epoch. Keys work once the gateway is on.

Choose a head from /api/v1/heads, then send market state. Usage draws from the activated balance.
Use PONMODEL_API_KEY for the credential and HEAD_ID for the selected head. The agent can top up as its own budget rules allow. The gateway answers 503 until it is switched on.
